Special Forces (2003)

Synopsis:
In the aftermath of the war in Bosnia, a renegade Colonel (Eli Danker) accused of war-crimes has assembled a small army. Bent on becoming a powerful warlord to take control of the destabilised region, his goal is to wreak havoc on the local population whilst also building an arsenal of weapons. The CIA discover that he is negotiating with the Russian Mafia to purchase stinger missiles, so decide to send in a crack covert Special Forces team lead by Gulf-War veteran Major Harding (Marshall Teague).
